In March, the House Appropriations Committee announced that it would not approve earmarks for for-profit entities. House Republicans responded by declaring a one-year ban on all earmarks from their members.

Does this mean earmarks are really dead? No, these recent actions will probably not end Congressional earmarks, but they will certainly change the landscape, especially for defense earmarks and for companies working on innovative defense science and technology. The Senate has made it clear that it will not follow the House’s lead, and many House members are actively pursuing loopholes to the earmark ban.
